CECOM and Modus Operandi Develop Leading-Edge Technologies via SBIR Program  

MELBOURNE, Florida, November 23, 1998 — Modus Operandi, Inc., based in Melbourne, Florida, is currently developing two innovative software technologies under the sponsorship of CECOM’s Small Business Innovation Research (SBIR) program, which is overseen by Program Manager Joyce A. Crisci. Mr. Ed Bair, Deputy PEO for CECOM’s IEWS group, has also provided major support for Modus Operandi’s Solomon and Syzygy efforts.

Solomon is an innovative approach for improving measurement-based management decision-making during the development and support of Mission-Critical Defense System (MCDS) software. This software system provides comprehensive management support and advances the state-of-the-practice for software measurement. The technology provides an automated management measurement decision support tool. Solomon is an innovative solution that combines measurement technology with knowledge-based technologies and case-based reasoning to provide a robust decision support environment for program managers. Solomon helps the program manager select and tailor a measurement program, guides the manager through a series of appropriate analyses of collected data, uses established thresholds to interpret analysis results and determine current situations that indicate potential problems. It presents the manager with a collection of applicable corrective actions based on past experience.

Mr. Stewart Fennick serves as CECOM Project Manager for the Solomon effort, and is providing a high level of technical guidance and domain expertise to the development team at Modus Operandi. This effort is currently under SBIR Phase II development, with a fully functioning prototype nearing completion.

CECOM is also sponsoring the Syzygy program, which provides an innovative approach for developing a software metrics global database. Syzygy captures local data, and then integrates and aligns it to provide a global view. Syzygy supports the identification of process improvement opportunities, the tracking of organizational performance trends, benchmarking, and the estimation of new projects, even if all data was not collected using the same schema. A central part of Syzygy’s technical solution is the definition of an object-based structure of reference models, intermediate models, and project models that describe and align native project data.
