PRESS RELEASE

Modus Operandi Receives Tibbetts Award

MELBOURNE, Florida, September 8, 1998 — Modus Operandi is pleased to announce that it has received a 1998 Tibbett’s Award from the U.S. Small Business Administration in recognition of its technological innovation, economic impact and business achievements in the federal Small Business Innovation Research(SBIR) Program. Enterprise Florida, Inc. nominated Modus Operandi for this award for its commercial success of with three SBIR programs. A national program and ceremony honoring recipients of the Tibbetts Awards was held in Washington D.C. on September 16.

The SBIR program is a nationally recognized, technology development effort, which promotes technological innovation and commercial application. Originally conceived and managed by Roland Tibbetts of the National Science Foundation, the SBIR program now encompasses all federal agencies and focuses on innovation in small, high technology firms to produce significant new technology and products. Currently, the SBIR program funds over $1 billion of high quality research and development for more than 40,000 projects at 9,000 firms.

Modus Operandi has aggressively sought opportunities to use its technology innovations and SBIR R&D results to meet the needs of its customers’ businesses through its business and information technology solutions. Since winning its first SBIR contract from NASA in 1987, MO has successfully launched three commercial products that resulted from its SBIR development efforts. The first of these products was the Classic-Ada toolset, which has been used in production environments in both DoD and commercial software organizations. For example, one of the best Ada commercial success stories is based on Classic-Ada. General Electric’s Commercial Drives division, the last U.S. competitor in the worldwide market for steel mill process control systems, uses the Classic-Ada toolset to develop the software for each system it develops and sells.

The company’s second product, InQuisiX — an electronic catalog for reusable software — was also developed under the SBIR program. The company commercialized this product, and made a substantial corporate investment over a three-year period for productization and initial marketing. InQuisiX also provides evidence of MO’s success at obtaining Phase III non-government sponsorship. MO’s InQuisiX Phase III sponsor, SAIC, has made a substantial investment in the productization of InQuisiX.

MO combined both SBIR and in-house research to develop a commercial product, SitePlanner, a new tool for creating conceptual real estate site development plans. Using SitePlanner, a real estate professional can create a preliminary subdivision plat in minutes and make changes to it instantly. A separate company was established via commercial and State of Florida funding to market the product. This new product was released in August 1998. The initial reception of the product in the market is very encouraging.

Modus Operandi is committed to successfully transferring its SBIR technology into programs that can contribute to its customers’ success. Additionally, MO has been instrumental in providing assistance and mentoring to other Florida companies seeking to participate in the SBIR program. This includes a substantial commitment of time and company resources, which has made MO a valuable and appreciated corporate citizen within the State of Florida.
